Union Public Service Commission (UPSC) is implementing the PRATIBHA (Professional Resource And Talent Integration) Setu initiative. Background UPSC PRATIBHA Setu (PRATIBHA stands for, Professional Resource And Talent Integration – Bridge for Hiring Aspirants), formerly known as Public Disclosure Scheme (PDS), is a strategic initiative that allows verified employers - including ministries, PSUs, autonomous bodies, and private organizations - to access details of non-recommended willing candidates who cleared all stages of UPSC exams but didn’t make it to the final merit list. This is emerging as a meaningful gateway for Civil Services aspirants who are among the very few who narrowly miss out in the last stage because of not being able to make it in the final interview even after having successfully cleared the Civil Services Exam Final and also having appeared in the interview. The Scheme is in operation since 20.08.2018 and the Commission (for the first time) disclosed the list of candidates of Combined Medical Services Examination, 2017. However, the nomenclature of PDS has now been renamed as UPSC Pratibha Setu. Scope of the scheme Non-recommended willing candidates of the following Examinations are included under this scheme: Civil Services Examination Indian Forest Service Examination Central Armed Police Forces (ACs) Examination Engineering Services Examination Combined Geo-Scientist Examination C.D.S. Examination Indian Economic Service/Indian Statistical Service Examination Combined Medical Services Examination Examinations not covered under this scheme NDA & NA Examination and Limited Departmental exams viz.
