The National Institutional Ranking Framework (NIRF) has been launched by Ministry of Education (MoE) (earlier called Ministry Human Resource Development (MHRD)), Government of India on 29th September, 2015. This framework outlines a methodology to rank institutions across the country. The methodology draws from the overall recommendations broad understanding arrived at by a Core Committee set up by MoE, to identify the broad parameters for ranking various universities and institutions. Parameters covered The parameters broadly cover the following for the overall ranking Teaching Learning and Resources - These parameters are related to the core activities of any place of learning. These lay emphasis on measuring numbers and quality of faculty, library and lab resources and general facilities for development of young persons. These are organized into the following sub-parameters: Student Strength including Doctoral Students Faculty-student ratio with emphasis on permanent faculty (FSR) Combined metric for Faculty with PhD (or equivalent) and Experience (FQE) Financial Resources and their Utilisation (FRU) Online Education(OE) Multiple Entry/Exit, Indian Knowledge System and Regional languages (MIR) Research Professional Practice & Collaborative Performance - Excellence in teaching and learning is closely associated with the scholarship. Equally, faculty members are expected to make their knowledge and expertise available to benefit the society and industry. These parameters, therefore, attempt to measure the quantity and quality of research output as seen through international data bases, IPR generation and interface with industry and fellow professionals. These are organized as follows: Combined metric for Publications (PU) Combined metric for Quality of Publications (QP) IPR and Patents: Filed, Published, Granted and Licensed (IPR) Footprint of Projects and Professional Practice And Executive Development Programs (FPPP) Publications & Citations in SDGs (PSDGs) Graduation Outcome - This parameter forms the ultimate test of the effectiveness of the core teaching/learning activity, and measures the student graduation rate and their success in finding appropriate placement in industry and Government or taking up higher studies. These are organized as follows: Metric for University Examinations: GUE Metric for Number of Ph.D. Students Graduated GPHD Outreach & Inclusivity - The Ranking framework lays special emphasis on representation of women and socially challenged persons in student and/or faculty populations, and also on outreach activities of the institution. These are detailed below: Percent Students from other states/countries (Region Diversity RD) Percentage of Women (WF) + (WS) + (WA) Economically and Socially Challenged Students (ESCS) Facilities for Physically Challenged Students (PCS) Perception (PR) Ranking Peer Perception - The ranking methodology gives a significant importance to the perception of the institution by its stakeholders. Each of these five parameters have 2 to 5 sub-parameters. A total number of 19 sub-parameters are used for ranking of HEIs in different categories and subject domains. Institutions are ranked based on total sum of marks assigned for each of these five broad groups of parameters. Categories and Disciplines covered The first and maiden edition of India Rankings was released in 2016, in one category and three subject domains, namely Universities, Engineering, Management and Pharmacy. Subsequently new categories and subject domains were added from 2017 to 2025 from the initial one category and three subject domains to 9 categories and 8 subject domains. The disciplines covered are Engineering Management Pharmacy Medical Dental Architecture and Planning Law Agriculture and Allied Sectors Institutional categories covered are as follows. In line with the past practices, 100 institutions each are ranked in the Overall, Universities, Colleges, Engineering, Pharmacy and Management categories. Additional rankings are published in structured rank bands as mentioned below: Overall and Universities: Two rank bands (101 – 150 and 151 - 200) Engineering and College: Three rank bands (101–150, 151–200, 201–300) Management and Pharmacy: One rank band (101–125) State Public Universities: Top 50 institutions ranked + one rank band (51–100) Innovation and SDGs: Top 10 institutions ranked + one rank band (11–50) In subject domains such as Architecture & Planning, Law, Medical, Dental, Agriculture & Allied Sectors, and Research Institutions, between 40 to 50 institutions are ranked. For emerging and specialized categories namely, Open Universities and Skill Universities, three institutions each are ranked due to the relatively smaller pool of eligible participants. Frequency of ranking As decided by the Ministry of Education, Ranking of institutions of Higher Education will be an annual exercise. Ranking of institutions 2025 A record number of 7,692 unique institutions responded and offered themselves for ranking under “Overall”, category-specific or domain-specific ranking. In all, 14,163 applications for ranking were made by these 7,692 unique applicant institutions including 4,045 in Overall Category, 1,584 in Engineering, and 4,030 in General Degree Colleges.
